The China National Tourism Administration (CNTA) has also stripped the hotels of their star grade qualifications.
China Hospitality News says Shenzhen Bay hotel and Guangzhou New Century Hotel are among the four-star hotels to be blacklisted.
The CNTA previously allowed hotels to retain their star-grades for the life of the hotel, but in 2004 changed the policy because of diminishing hotel quality.
