As part of the agreement, Cosmos Hotel Group will oversee the complete management of the properties.

Its responsibilities will encompass recruiting management teams, training staff, maintaining services, integrating the properties into the central reservation and sales systems, and providing marketing support.

The upcoming 831-unit apartment complex will operate under the Cosmos Stay brand, aligning with four-star standards while the 164-room hotel will debut under the three-star Cosmos Smart brand.

Additionally, Cosmos Hotel Group is currently serving as a technical consultant for the design and construction phases to ensure the properties meet quality standards and compliance.

Cosmos Hotel group president Alexander Biba said: “The project in Lazurnaya Bay has significant potential to become a year-round tourist destination. I am confident that the accumulated experience and expertise of Cosmos Hotel Group will ensure a comfortable and high level of service for the future complex’s guests.

“For us, developing a quality room inventory in the FEFD regions is a key task that enhances tourist and investment appeal and has a positive impact on the economy of the Far East.”

Yug and MADO general director Nadezhda Ferzhan said: “We are planning to build a modern year-round resort with diverse opportunities for recreation, entertainment, and wellness on the hotel territory and nearby.

“The resort apartment-style rooms will be equipped with optimal hotel service and infrastructure. The implementation of these projects will have a favourable impact on the development of the tourism industry in the Lazurnaya Bay area.”

The upcoming hotel complex is located in the tourist-friendly suburb of Vladivostok, nestled along Ussuri Bay in Lazurnaya Bay.

The vision for this multifunctional complex encompasses the development of a comprehensive infrastructure designed for year-round wellness and sports activities.

Guests will be able to avail a variety of amenities, including cafes and restaurants, a 290-space parking area, fitness areas, a beauty salon, and more.

At the Eastern Economic Forum 2025 earlier this month, Cosmos Hotel Group signed several franchise development agreements.

These agreements will see the opening of a 103-key three-star hotel under the Cosmos brand in central Vladivostok and a 70-key aparthotel in Nakhodka.  The company is also actively engaged in various projects across the Khabarovsk Territory, Magadan Region, Yakutia, and Kamchatka.

In Khabarovsk, a 150-key three-star hotel is being developed near the Khabarovsk International Airport. In Vladivostok, a 144-key five-star multifunctional complex named Cosmos Selection Vladivostok Golden Horn is underway.

Additionally, the company is involved in projects in Magadan and Yakutia, featuring 121 and 148 keys respectively, in partnership with Tourism.rf.

In Kamchatka, a 231-key hotel complex, Cosmos Collection Kamchatka, is set to be developed by AFK Sistema’s subsidiary, OOO Sistema Sibir.

Established in 2018, Cosmos Hotel Group is a federal hotel operator based in Russia. The group manages a portfolio of 41 hotels located in 26 different cities across the country.
