The expanded agreement was announced in Paris, France, during the French-Saudi Investment Roundtable.
It follows a master development agreement signed in 2025. The partnership now covers five hotels across Jeddah, Makkah and Madinah across premium, midscale and economy segments.
BinDawood Investment Company chairman Dr Abdulrazzaq Bindawood said: “Reaching more than 4,000 rooms across five hotels marks an important milestone in our partnership with Accor.”
One of the planned developments is an 850-room Novotel in Makkah, which is expected to open in 2030.
The partnership also covers the development of Mercure Makkah Shesha, ibis Styles Makkah Mesfalah, Mövenpick Madinah and Swissôtel Jeddah properties.
Accor Middle East, Africa & Asia Pacific CEO Duncan O’Rourke said: “Saudi Arabia is one of the world’s most dynamic hospitality markets, and expanding our partnership with Al Qimmah Hospitality beyond 4,000 rooms reflects our shared confidence in its long-term potential.
“The addition of Novotel Makkah strengthens the choice of quality hospitality available to millions of pilgrims and visitors.”
The partnership will also contribute to job creation and Saudi workforce development.

The programme aims to develop and hire over 3,000 Saudi nationals by 2030.
